Shahen Akelyan is Assistant Deputy Superintendent of Building with Department of Building and Safety, City of Los Angeles. He has served as the Chief of High-Rise and Seismic Retrofit Programs. He is currently in charge of the Structural Counter operations. He has been working with the City for over 23 years.

Shahen has Masters and Bachelor’s Degree in Civil Engineering from Cal State LA. He is licensed Structural and Civil Engineer with State of California.

Shahen was on the Board of Directors and 2019 president of Los Angeles Basin Chapter of International Code Conference. He is also a member of the Structural Engineering Association of Southern California and a member of the Los Angeles Tall Building Seismic Design Council.


Ryan Kersting is a licensed Structural Engineer and Associate Principal with Buehler Engineering in Sacramento, CA with over 25 years of experience in the structural engineering profession. Ryan is the 2023-24 president of the National Council of Structural Engineers Associations, is the immediate past president of the Applied Technology Council, and is a former president of the Structural Engineers Association of California. He was the chair of the committee that authored the FEMA-NIST Report to Congress on Functional Recovery, is a member of the ATC-138 project team developing a functional recovery methodology, and is currently serving as chair of the Functional Recovery Task Committee under the Provisions Update Committee working on the 2026 NEHRP Recommended Seismic Provisions.


Justin Tan is a Project Engineer at Degenkolb Engineers and is a licensed Structural Engineer in the State of California. He is experienced in the seismic design of healthcare facilities, evaluation of existing structures, and rapid building assessment. He was a member of Degenkolb’s reconnaissance teams to observe the impacts of the 2023 Kahramanmaras Earthquake in southern Turkey.


Ali Sumer is a licensed structural engineer; and he is currently working as a Supervisor at Seismic Compliance Unit. Prior to joining HCAI, Ali worked in private industry performing several seismic retrofit projects, performance-based design, building collapse risk analysis, and equipment shake table tests. He co-founded seismicmaps.org website to serve to the engineering community. He plays an active role on Emergency Operations Center at OSHPD, acting as chief intelligence officer. He served as president of SEAOCC, chair of seismology committee, chair of existing building committee. He is an associate member of ASCE-41. He is a disaster services evaluator for the State of California.
