Examine and recommend state and local policy and provide input that supports the mission of the Structural Engineers Association of Southern California and its communities.

SEAOSC Legislative Platform

Key Priorities

Protect the high standards of the California Structural Engineers license

Strengthen local jurisdictions' ability to enhance their building codes

Advocate and support structural policy and legislation promoting community safety, resilience and sustainability

Focus Areas

  1. Support efforts that maintain CA-centric Exams

  2. Advocate for expansion of SE requirement for critical building types

  1. Provide educational resources on how to improve their building codes to promote structural safety

  2. Create opportunities for SEAOSC to engage local CBOs and relevant authorities

  3. Engage in strategic partnerships that enhance SEAOSC's recognition as an expert organization in buildings' structural safety

  1. Advocate and support identification, notification, and retrofit retrofit or placarding of known structurally vulnerable buildings.

  2. Advocate and support policy and standards targeting increased safety, improved recovery time, and/or lower repair cost for new and existing structures. 

  3. Advocate and support policy for low-carbon structural construction solutions.

  4. Provide education on issues, regulation, incentives, and solutions, sometimes in partnership with other organizations.

SEAOSC Supports Net Zero

The Structural Engineers Association of Southern California, SEAOSC, is committed to championing a livable environment for all. In this era of rapid climate change, the internationally recognized goal is to keep global warming to no more than 1.5°C, as called for in the 2015 Paris Agreement. This means emissions must be reduced by 45% before 2030 and reach net zero by 2050.

SEAOSC recognizes the need for legislation and policy, as well as coordinated action across all communities, in order to achieve the globally stated goal of net-zero carbon by 2050. As such, we support legislation and policy that works to reduce the embodied carbon of the built environment through requirements such as design for functional recovery, repurposing or refurbishing existing buildings, retrofit of existing buildings, use of low-carbon construction materials, exploration of alternative design, and construction methods for increasing efficiency and reducing construction waste.

By working to be a part of the solution, no matter how massive the problem may seem, we can contribute to making the net zero goal a reality for all. SEAOSC will continue to monitor relevant legislation and policy, as well as all facets of our organization from within, to ensure we are fighting for the lowest possible emissions at every step.
