ABOUT THE SPEAKERS


Eugene Barbeau, P.E. is a licensed civil engineer and certified ICC plans examiner working for the City of Los Angeles, Department of Building and Safety. Eugene obtained his Bachelor’s degree in civil engineering from California State University, Long Beach. He has over 20 years of experience in the construction industry starting as a construction worker and tradesman before transitioning to a structural engineering consultant and then landing in the public sector service. He has been working at the City of Los Angeles for the past 9 years as an engineering associate and building civil engineer. While at the City, Eugene has performed multiple functions including building code development, training, public policy development, plan check and the review of alternate products and materials.


Karyn Beebe, P.E., LEED AP is a California licensed professional engineer and a LEED Accredited Professional with forensic investigation expertise. Prior to ICC, she worked for APA - the Engineered Wood Association, where she worked on strategic partnership development and product support across the Western U.S. As the Government Relations Regional Manager for ICC responsible for California, Nevada, Guam, American Samoa, and Mariana Islands, she works in collaboration with chapters, members, and stakeholders to support the adoption and effective use of the International Code Council’s codes, standards, products, and services.

Gabriel Reza is employed with the Glendale Fire Department and holds the position of Senior Fire Environmental Safety Specialist. He has been with the City of Glendale for 20 years and previously worked for the City of Los Angeles Department of Water and Power. Gabriel oversees the Fire Engineering and Fire-Life Safety division and is the lead New Construction Inspector for the Glendale Fire Department. He holds over a dozen State Fire Marshal course certifications in all matters related to fire prevention including a variety of ICC certifications. Gabriel also currently holds the position of Past President of the Southern California Fire Prevention Officers Board of Directors and is currently Chairman of the ICC LA Basin Chapter Fire-Life Safety Committee.
